CARA to become law, opening the door to addiction treatment

Recognizing opioid addiction as a disease to be treated rather than a crime to be punished, the U.S. Senate overwhelmingly passed the final version of the Comprehensive Addiction and Recovery Act Wednesday on a vote of 92-2, sending it to the president for his signature.
